Authorizes county boards of elections to use voting centers during second primaries, with approval from the State Board of Elections.

Voting centers for second primaries must use the same sites as one-stop early voting from the first primary and operate during regular election day polling hours.

Plan must be submitted to the State Board by December 1 of the year before the election and approved by January 1 of the election year.

Second primary voting centers may only be used if the second primary ballot contains only statewide or federal office races.

Counties must conduct voter education about second primary voting locations through legal notices and posted information at voting places.
