Expands the definition of "telephone solicitation" under North Carolina law to include voice or text communications, whether prerecorded, live, or facsimile, sent over telephone lines, wireless networks, or commercial mobile radio services.

Adds political messages communicated through automatic dialing and recorded message players (political robo calls) to the Do Not Call registry, subjecting them to the same restrictions as commercial solicitations.

Clarifies that "telephone solicitation" includes both transactions defined as "telemarketing" under federal Telemarketing Sales Rule and political robo calls made with automatic dialing systems.

Becomes effective January 1, 2014.
