Direct the Joint Legislative Oversight Committee on Justice and Public Safety to study costs associated with State Highway Patrol issuance of warning tickets and recommend ways to offset those costs.

Committee study must examine charging a nominal fee to warning ticket recipients and developing a database to track fees collected.

Committee study must address allocation of amounts exceeding costs and establish a timeline for implementing any proposed system.

Committee shall report findings, recommendations, and any legislative recommendations to the General Assembly when it reconvenes in 2014.

Effective upon becoming law.
