Requires all members of governing boards of cities, counties, local boards of education, unified governments, sanitary districts, and consolidated city-counties to file statements of economic interest annually by April 15, treated as if they were public servants.

Prohibits board members from mentioning or allowing others to mention their public position in nongovernmental advertising that advances their private interests.

Prohibits board members from using public funds for advertisements or public service announcements containing their name, picture, or voice, except in cases of local, state, or national emergency reasonably necessary to their official function.

Prohibits board members from using or disclosing nonpublic information obtained through their official duties in ways that would affect their personal financial interests or those of others.

Becomes effective July 1, 2013, with the first statement of economic interest due by October 1, 2013.
