Grants funeral processions the right-of-way at intersections regardless of traffic control signs or signals, except when yielding to emergency vehicles or law enforcement orders.

Requires funeral procession vehicles to have headlights and hazard warning lamps illuminated and to exercise reasonable care toward other vehicles and pedestrians.

Provides immunity to funeral directors and funeral establishments from liability for death, personal injury, or property damage caused by actions or inactions of vehicle operators in funeral processions, unless the funeral director or establishment itself was negligent.

Clarifies definitions of funeral director and funeral establishment by reference to G.S. 90-210.20 and specifies that funeral processions are led by law enforcement vehicles, designated vehicles, or vehicles displaying identifying insignia.

Effective December 1, 2013, and applies to offenses and damages occurring on or after that date.
