Repeals existing landscape contractor registration laws and replaces them with a new licensing framework administered by the North Carolina Landscape Contractors' Licensing Board.

Expands the definition of landscape contractors to include planting design, landscape drainage systems, low-voltage lighting systems, and decorative landscape features, while prohibiting contractors from practicing landscape architecture, engineering, plumbing, electrical, or irrigation contracting.

Establishes a 9-member Board appointed by the Governor, Commissioner of Agriculture, General Assembly, and various industry organizations; requires landscape contractors to maintain a $10,000 surety bond or letter of credit and display license numbers on all business cards, contracts, and vehicles.

Sets licensing fees not to exceed $100 for application/renewal, $250 for examination, and requires 7 continuing education units annually for license renewal; allows for license reciprocity for contractors licensed in other states with equivalent requirements.

Provides a waiver allowing persons registered as landscape contractors, licensed as irrigation contractors, certified as turf grass professionals, or with three years of documented experience to obtain a license without examination if they apply by August 1, 2014; waives 2014 renewal requirement for currently registered contractors.
