Establishes a limited plumbing contractor license for persons without a Class I or Class II plumbing license to install, repair, or replace exterior potable water service lines, backflow preventers for irrigation or domestic water systems of two inches diameter or smaller, and exterior building sewer or water service piping of two inches diameter or smaller.

Authorizes the Board of Examiners of Plumbing, Heating, and Fire Sprinkler Contractors to establish and issue the new limited plumbing contractor license classification.

Allows superior courts to award the Board its reasonable costs associated with investigation and prosecution of violations when the Board seeks injunctive relief against unlicensed contractors.

Became effective upon enactment on July 23, 2013, with the cost-award provision applying to actions brought on or after that date.
