Allows individuals using bioptic telescopic lenses to obtain a regular Class C driver's license if they meet specific vision and testing requirements, including demonstrating visual acuity of at least 20/200 in one or both eyes and a 70-degree horizontal field of vision.

Requires applicants to demonstrate visual acuity of at least 20/70 with bioptic telescopic lenses, provide an examination report from an ophthalmologist or optometrist, and successfully pass a road test if requested by the Division of Motor Vehicles.

Permits applicants to obtain limited learner's permits or provisional driver's licenses under the same requirements as regular Class C licenses.

Restricts license holders to daytime driving only (one-half hour after sunrise to one-half hour before sunset) unless they demonstrate visual acuity of at least 20/40 with bioptic lenses and receive clearance from an eye care professional.

Prohibits license holders from obtaining any endorsements and allows the Division to require completion of a behind-the-wheel training and assessment program.
