Directs the Joint Legislative Program Evaluation Oversight Committee to include a study of the contested case process for Medicaid provider appeals in the 2013-2014 Work Plan for the Program Evaluation Division.

Requires the Program Evaluation Division to review procedures in Article 3 of Chapter 150B of the General Statutes to determine if modifications are needed to streamline the process and reduce case backlogs.

Directs consideration of alternative methods of review outside the contested case process currently established in Article 3 of Chapter 150B of the General Statutes.

Requires review of G.S. 108C-12 to determine whether amendments would improve the cost-effectiveness and efficiency of the Medicaid appeal process.

Mandates the Program Evaluation Division submit findings and recommendations to the Joint Legislative Program Evaluation Oversight Committee and Joint Legislative Administrative Procedure Oversight Committee at a date to be determined.
