Establishes definition of "certified pharmacy technician" as one who passes a nationally recognized certification exam approved by the Board and maintains current certification.

Creates separate registration pathways for noncertified pharmacy technicians (requiring training program completion within 180 days) and certified pharmacy technicians (requiring only proof of current certification).

Allows pharmacists to supervise more than two pharmacy technicians only if the additional technicians are certified pharmacy technicians.

Restricts pharmacy audit recoupments by prohibiting recoupment of dispensing fees except in specific cases including fraud, medication errors, or noncompliance with REMS guidelines, and prohibits recoupment before appeals process completion.

Establishes 6-month expiration date for Schedule II controlled substance prescriptions, preventing dispensing more than 6 months after the prescription date.
