Allows county boards of commissioners to extend fire service district boundaries to include territory that has been in a rural fire protection district (Chapter 69 District) for at least 30 years, with public hearing required and effective date of June 30 following passage.

Removes annexed territory from Chapter 69 Districts upon ordinance effectiveness, without affecting prior tax obligations or rights of taxpayers.

Eliminates the word "consecutive" from medical board member term limits, allowing members to serve more than two three-year terms up to a maximum of six years total.

Establishes a Review Panel to recommend qualified candidates for North Carolina Medical Board physician and physician assistant/nurse practitioner positions, with composition including representatives from medical societies and the public.

Modifies medical board regulations including increased application fees ($400), higher annual registration fees ($250), revised hospital reporting requirements for physician privilege suspensions, and restructured health program agreements for impaired medical professionals.
