State Banking Commission required to study issues preventing persons of low- or moderate-income from accessing credit, including effects of state and federal laws.

Study must examine methods for providing low-cost access to credit such as micro lending and alternative approaches used by other states.

Study must evaluate economic incentives that encourage financial institutions to offer low-cost credit to low- or moderate-income persons.

Commission may study any other issues determined to be relevant to credit access.

Commission shall report findings and recommendations, including legislative recommendations, to the General Assembly when it reconvenes in 2014.
