Requires shelter operators to be a rotating group of churches or other nonprofit religious entities hosting the shelter on their premises.

Mandates smoke detectors meeting Code provisions in all sleeping areas of shelters housing minors.

Provides interim implementation until the Building Code Council formally adopts permanent amendments, with the temporary provision expiring upon the effective date of the new rules.
