Expands early voting by requiring county boards to conduct one-stop voting on the last two Saturdays and last two Sundays (with 6-8 hours on final Saturday) during first primary and general elections in even-numbered years, and mandates at least one voting site on or adjacent to college campuses in municipalities with 15,000+ population.

Enables same-day voter registration and voting on election day during first primary and general elections in even-numbered years, with voters casting provisional ballots that are counted after verification.

Provides state employees up to 24 hours per year of paid leave to serve as precinct election officials, in addition to existing vacation and sick leave.

Establishes online voter registration for individuals with valid North Carolina driver's licenses or special identification cards, with application processing through the Division of Motor Vehicles.

Requires public colleges and voter registration agencies to affirmatively inform eligible applicants of voting registration opportunities, mandates election judge certification on voting laws, and adds voting/registration processes to high school civics curriculum.
