Amends North Carolina law to cap out-of-state tuition rates at community colleges for reenrolling active duty service members at the amount of available federal tuition assistance under U.S. Department of Defense Directive 1322.08E (10 U.S.C. §§ 2005 and 2007).

Applies only to active duty members who were enrolled at in-state tuition rates before deployment or reassignment and could not continue enrollment due to military obligations.

Requires reenrollment in the same community college program within 18 months of deployment or reassignment to qualify for the tuition cap.

Limits eligibility to service members who do not otherwise qualify for in-state tuition rates, with the capped rate not falling below the standard in-state tuition rate.

Effective July 1, 2013.
