Repeals G.S. 90-21.5(a), which previously exempted certain medical treatments from parental consent requirements for minors.

Expands parental consent requirements to include treatment for sexually transmitted diseases (including HIV/AIDS), substance abuse, mental illness, and pregnancy, in addition to abortion services.

Requires notarized written consent from at least one of four categories: a parent with custody, legal guardian/custodian, parent with whom minor is living, or grandparent living with minor for 6+ months.

Allows minors to petition district court for waiver of parental consent if a consenting person is unavailable, refuses consent, or the minor elects not to seek consent; court must decide within 7 days.

Effective October 1, 2013.
