Creates a new Class I felony offense for willfully or wantonly discharging any firearm or barreled weapon within 1,000 feet of the boundary of real property used for an elementary or secondary school.

Applies to any firearm or barreled weapon capable of discharging shot, bullets, pellets, or other missiles at a muzzle velocity of at least 600 feet per second.

Becomes effective December 1, 2013, and applies to offenses committed on or after that date.
