Directs the Department of Insurance and Department of Health and Human Services to study and propose statutory changes for implementing the North Carolina Health Plan, with a report due to the Joint Legislative Oversight Committee on Health and Human Services by March 1, 2014, for implementation on January 1, 2017.

Establishes comprehensive health benefits including preventive care, prescription drugs, long-term care, hospice, mental health, and dental services, with residents able to use any licensed provider in the state.

Eliminates co-payments and deductibles for the first two years; if later implemented, deductibles capped at $250 per individual or $500 per family, with no cost-sharing for preventive care.

Requires all residents to enroll to receive services and establishes a provider payment system with payment within 30 days for participating providers.

Mandates funding through taxpayer contributions based on ability to pay with a dedicated funding stream that accounts for rising health care costs, creation of a trust fund, and implementation of a smart identity card and centralized medical records system.
