Removes the $500,000 cost threshold for information technology projects subject to State Chief Information Officer review and approval, requiring review of all state agency IT projects.

Eliminates the requirement for the State CIO to establish separate thresholds for projects under $500,000 and removes language limiting suspension authority to projects exceeding $500,000.

Allows the State CIO to require private counsel or subject matter experts for IT projects with total cost of ownership exceeding $5,000,000, including for multi-project programs.

Expands contract performance provisions to include performance bonds, monetary penalties, other performance assurance measures, and allows use of cost savings from government-vendor partnerships as performance incentives.

Authorizes appropriation of Information Technology Fund money to support the Office of the State Chief Information Officer and allows appointment of multiple Deputy Chief Information Officers instead of just one.
