Expands the definition of "Tourism ABC establishment" to include retail businesses in addition to restaurants and hotels near scenic parkways.

Retail businesses qualify as Tourism ABC establishments if they are located within 5.0 miles of a municipality that authorizes on-premises or off-premises sales of malt beverages or unfortified wine.

Authorizes the ABC Commission to issue permits to tourism ABC establishments defined as retail businesses without voter approval, specifically for on-premises sales, off-premises sales, and mixed beverages permits.

Maintains existing permit issuance rules for restaurants and hotels near national scenic parkways (within 1.5 miles of entrance/exit ramps).
