Counties and cities are authorized to adopt ordinances governing precious metals dealers under Part 2 of Article 45 of Chapter 66 of the General Statutes.

Local governments may adopt rules and regulations for precious metals dealers as deemed appropriate by their governing bodies.

Counties and cities are prohibited from regulating hours of operation for precious metals dealers unless the same regulation applies to all businesses generally.

Local governments cannot regulate the nature of the business, type of transaction, or impose license fees exceeding rates set by the State.

The act becomes effective October 1, 2013.
