Exempts demolition debris from manufacturing building decommissioning (including electric generating stations) from landfill permitting requirements when disposed on-site.

Requires demolition debris to be inert materials (brick, masonry, concrete, dirt, sand, gravel, rock) and non-hazardous when tested using EPA procedures, with allowances for small amounts of wood, paint, and metal.

Establishes location requirements: debris must stay within building footprint, maintain 50-foot distance from property boundaries, and stay 500 feet from drinking water wells.

Mandates compacting debris and covering with at least 2 feet of compacted soil within 90 days, with proper grading and erosion control.

Requires filing survey plat and notice with county register of deeds and the Department within 30 days of completion, and mandates disclosure of debris disposal in future property transfers.
