Department of Environment and Natural Resources shall utilize long-term agreements with U.S. Army Corps of Engineers to maintain dredging of shallow draft navigation channels to authorized depths as of the bill's enactment date.

Department shall assist local governments in obtaining general permits and individual permits to dredge shallow draft navigation channels and place dredged materials on beaches.

Creates 13-member Oregon Inlet Land Acquisition Task Force chaired by the Governor to explore options for acquiring federal government's right, title, and interest in Oregon Inlet and adjacent real property, including potential condemnation.

Task Force shall determine property value, federal willingness to sell or exchange property, and report findings and recommendations to the General Assembly by May 1, 2014.

Act becomes effective upon enactment; ratified June 13, 2013.
