H 708 - Study of Local Government Public Enterprise Revenue Use

• Directs the Legislative Research Commission to study how cities and counties use revenues from public enterprise services (such as utilities).

• Establishes that the General Assembly believes public enterprise revenues should only be used for operating costs, debt service, infrastructure improvements, or reimbursing the local government for direct services provided.

• Requires the Legislative Research Commission to recommend legislation on accounting controls, infrastructure funding, maintenance monitoring, and public enterprise management.

• Mandates consultation with the Local Government Commission and the School of Government during the study.

• Requires an interim report before the 2014 session reconvenes and a final report to the 2015 Regular Session.
