Directs the Legislative Research Commission to conduct a study on parental rights issues in North Carolina.

Study may examine how other state legislatures and Congress have addressed parental rights in child upbringing.

Study may evaluate what legislation may be necessary to protect and preserve parental rights and what governmental interests could justify interfering with them.

Study may determine whether parental rights extend beyond biological parents.

Commission shall provide an interim report to the General Assembly in 2014 and a final report in 2015.
