Allows law enforcement agencies to destroy firearms that lack legible identification numbers or are unsafe due to wear, damage, age, or modification, rather than requiring court orders in all cases.

Permits law enforcement agencies to sell unclaimed firearms to federally licensed dealers or at public auctions to licensed firearms collectors, dealers, importers, or manufacturers, with proceeds retained for law enforcement purposes.

Enables law enforcement to maintain firearms for training or experimental purposes, or transfer them to museums or historical societies as alternative disposition methods.

Removes requirement for finders of unclaimed firearms to claim them within 30 days and eliminates the need for pistol permits in that process.

Effective July 1, 2013, and applies to firearms found or received by local law enforcement agencies on or after that date.
