Exempts North Carolina pre-kindergarten classrooms in public schools from building specification requirements for licensure of child care facilities.

Allows public school pre-K classrooms to continue operating without undergoing a transition period to become licensed through the Division of Child Development and Early Education.

Requires public school pre-K classrooms to meet building standards for preschool students as provided in G.S. 115C-521.1 instead of child care facility specifications.

Creates an exception to programmatic standards and classroom requirements prescribed by the Division of Child Development and Early Education for NC Pre-K classrooms in public schools.
