Allows local school administrative units to convert classroom teacher positions to dollar equivalents and transfer funds to teacher assistant allotments for the 2014-2015 fiscal year, limited to 2% above the prior year's teacher assistant spending.

Permits additional conversion of classroom teacher positions to teacher assistant funding under existing statute G.S. 115C-105.25(b)(5b).

Clarifies that county commissioners' authority to direct funds for classroom teacher salaries, teacher assistant salaries, and teacher salary supplements applies only to revenue derived from a tax levied under Article 43A of Chapter 105 of the General Statutes (quarter-cent local option sales tax).

Requires school boards to obtain county commission approval for budget amendments that decrease funding for classroom teacher and teacher assistant salaries derived from the quarter-cent local option sales tax.

Effective July 1, 2014, with provisions applicable only to the 2014-2015 fiscal year and contingent on House Bill 1224 becoming law.
