Requires newspapers publishing legal notices to place them on their Internet website at no additional charge on the same day the notice appears in print, with a hyperlink provided on the newspaper's front page.

Mandates that newspaper websites contain legal notices as dominant subject matter on those pages and include a search function to facilitate searching legal notices.

Requires newspapers to place notices on a statewide North Carolina Press Association internet repository if the notice cannot be published on the newspaper's own website for any reason.

Allows newspapers to provide optional electronic mail notification of new legal notices to subscribers upon request, provided at no charge, with signup available on the legal notices section of the newspaper's website.

Becomes effective October 1, 2013, and applies to notices published on or after that date; treats errors in online publication as harmless error if the government entity also publishes the notice on its own website.
