Authorizes Wake County to assume responsibility for ownership, acquisition, construction, and improvement of public school property through county board of commissioners resolution.

County resolution must be adopted at the beginning of a fiscal year, remain effective for 10 years, and include public hearing; may be renewed in 10-year increments.

Transfers property title from school board to county; county becomes liable for insurance and property maintenance while school board retains authority to determine if property is no longer needed for educational purposes.

Prohibits school board from exercising bonding authority under G.S. 115C-531 or 115C-532 during resolution period; county must consult school board on property siting, design, and construction.

If county fails to renew resolution after 10 years, property title reverts to local school board; county cannot readopt resolution for at least 12 months after non-renewal.
