Establishes the "NC First" preference program allowing the Secretary of Administration and state agencies to give price-match preferences to North Carolina resident bidders when purchasing goods or services.

Allows the lowest responsible resident bidder up to three business days to match the bid of the lowest nonresident bidder if the resident bid is within 5% or $10,000 (whichever is less) of the nonresident bid.

Defines a resident bidder as one that has paid unemployment or income taxes in North Carolina or whose principal place of business is located in the state.

Maintains existing preference for North Carolina products and reciprocal preference provisions, which add a percentage increase to nonresident bids equal to preferences given by the bidder's home state.

Effective July 1, 2013, and applies to all bids received on or after that date.
