Expands conscience protection for health care providers refusing to perform or participate in abortion procedures based on moral, ethical, or religious grounds to include nurses and other health care providers beyond physicians, with protection from damages or disciplinary action.

Prohibits qualified health plans offered through North Carolina's health insurance exchange from covering abortion services, except when the mother's life is endangered by physical disorder, illness, or injury, or when pregnancy results from rape or incest.

Requires counties and municipalities providing health insurance to employees to limit abortion coverage to no more than what is provided by the State Health Plan for Teachers and State Employees.

Sections 1(a) and 1(b) regarding conscience protection become effective upon enactment, while sections limiting abortion coverage become effective October 1, 2013, and apply to insurance contracts issued, renewed, or amended on or after that date.
