Authorizes the Legislative Research Commission to study vocational training issues for individuals with intellectual disabilities within the North Carolina Community College System and The University of North Carolina System.

Study shall examine model programs for job readiness training, barriers to employment, and methods to enhance employment outcomes for students with intellectual disabilities.

Directs examination of partnerships between higher education systems and community-based organizations that provide job training and placement services.

Requires study of state policies to prioritize employment for individuals with intellectual and other disabilities, including transition planning from secondary school education.

Requires interim report to 2013 General Assembly in 2014 and final report to 2015 General Assembly upon convening.
