Establishes a 20-member Common Core State Standards Study Committee with 10 members appointed by the Senate President Pro Tempore and 10 by the House Speaker, with one cochair from each chamber.

Committee shall study the implementation, costs, and impacts of Common Core State Standards (CCSS) in K-12 Mathematics and English Language Arts, including estimated implementation costs since June 2010 and projected costs for common assessments.

Committee must examine federal funding used for CCSS adoption, alignment with University of North Carolina requirements, research basis for curriculum sequences, and SMARTER Balanced Assessment Consortium participation.

Committee shall gather perspectives from teachers, administrators, students, parents, and communities on CCSS transition and impacts, and review data on student achievement disaggregated by demographic groups and school types.

Committee shall submit interim reports to the 2014 and 2015 General Assemblies and a final report to the 2016 General Assembly, then terminate; members receive travel allowances and the committee has subpoena power.
