Prohibits constituent institutions and community colleges from denying recognition to student organizations or limiting their access to programs, funding, facilities, or privileges based on the organization's exercise of rights under this act.

Permits religious or political student organizations to determine leadership qualifications based on adherence to the organization's established written doctrines expressing its faith or mission.

Allows religious or political student organizations to order internal affairs and resolve disputes according to their established written doctrines.

Applies to all constituent institutions in the University of North Carolina system and all community colleges in the state.

Effective upon becoming law.
