Directs the cochairs of the Joint Legislative Education Oversight Committee to appoint a subcommittee to study methods for increasing political, economic, and regional diversity on the University of North Carolina Board of Governors.

Requires the subcommittee to examine whether to increase the size of the Board of Governors, reserve specific seats for constituent institutions, or require minority political party representation.

Mandates the subcommittee submit findings and recommendations to the full Joint Legislative Education Oversight Committee by March 1, 2014, with the full committee reporting by May 1, 2014.

Takes effect upon passage into law.
