Eliminates mandatory additional license revocation periods for driving while license revoked (DWLR) offenses, except for cases involving impaired driving, ignition interlock violations, or certain license restrictions.

Creates an infraction-level offense for DWLR violations under specific circumstances, including when a person's license was revoked under G.S. 20-16.5 and they have met reinstatement requirements or waited the required time period.

Treats qualifying DWLR infractions the same as driving without a license convictions for insurance rating and licensing purposes, but excludes them from consideration as moving violations in license reinstatement proceedings.

Modifies G.S. 20-28.1 to exclude DWLR infractions and certain violations from triggering additional revocation periods, while maintaining enhanced penalties for impaired driving-related offenses.

Effective December 1, 2013, for offenses committed on or after that date.
