Adds licensed athletic trainers to the list of healthcare providers that patients can choose under their health benefit plans in North Carolina.

Requires health benefit plans, hospital service corporations, and insurers to cover services provided by duly licensed athletic trainers when the service falls within the scope of practice of an athletic trainer.

Defines a "duly licensed athletic trainer" as a person licensed by the North Carolina Board of Athletic Trainer Examiners pursuant to Article 34 of Chapter 90 of the General Statutes.

Allows patients to choose athletic trainers subject to the same network provider requirements and utilization review restrictions that apply to other healthcare providers under their plan.

Effective October 1, 2013, and applies to health benefit plans issued, renewed, or amended on or after that date.
