Creates the North Carolina Competency, Accuracy, Responsibility, and Excellence (CARE) in Radiologic Imaging and Radiation Therapy Act to regulate and license persons performing radiologic imaging and radiation therapy procedures, effective October 1, 2014.

Establishes an 11-member Radiologic Imaging and Radiation Therapy Board of Examiners appointed by the Governor to issue licenses, set standards, approve educational programs, and conduct disciplinary actions.

Requires licensure for radiographers, radiation therapists, nuclear medicine technologists, magnetic resonance technologists, cardiovascular invasive specialists, and limited X-ray machine operators; exempts licensed practitioners, dental professionals, students under supervision, and U.S. government employees.

Sets continuing education requirements of 24 hours for most specialties and 12 hours for limited X-ray operators every two years, with licenses renewable biennially on or before January 1.

Authorizes the Board to deny, suspend, or revoke licenses for fraud, unprofessional conduct, criminal convictions, malpractice, or incompetence; establishes civil penalties up to $1,000 and classifies violations as Class 1 misdemeanors.
