Establishes a Joint Legislative Study Commission on the Use of Repairs and Renovations Funds by The University of North Carolina to examine how the system has allocated repairs and renovations funds in recent years.

Commission shall examine the UNC Funding Allocation Model for Reserve for Repairs and Renovations, including changes over the previous 10 years, and review the number, type, and dollar value of projects funded during that period.

Commission shall determine whether unmet repairs and renovations needs exist and whether allocation should be based in part on availability of non-State funds to institutions.

Commission consists of eight members: four senators appointed by the President Pro Tempore and four representatives appointed by the Speaker of the House, with one cochair designated by each chamber.

Commission shall report findings and recommendations to the 2014 Regular Session of the General Assembly, becomes effective July 1, 2013.
