Require charter schools to develop plans for providing transportation to low-income students (those eligible for free and reduced lunch) who live within three miles of the school.

Require charter schools to develop plans for providing food services to low-income students (those eligible for free and reduced lunch).

Allow local school boards to contract with charter schools to provide transportation to students living at least 1.5 miles away, with charter schools reimbursing the board for reasonable costs.

Permit charter schools to participate in the National School Lunch Program under the jurisdiction of the Department of Public Instruction's Division of School Support, Child Nutrition Services.

Allow the State Board of Education to waive food service requirements for charter schools demonstrating financial hardship.

Apply only to charter schools granted new or renewed charters on or after July 1, 2013.
