Prohibits insurers from denying or limiting commercial fleet vehicle insurance coverage based on nonmaterial criminal records of drivers employed by the fleet.

Defines a criminal record as "nonmaterial" if the conviction is more than seven years old and does not involve violence, sex crimes, felony theft/robbery, or certain drug violations under G.S. 90-95.

Applies to policies covering theft, physical damage, or liability for commercial fleet vehicles.

Effective July 1, 2013, for commercial fleet vehicle policies written or renewed after that date.
