Requires the Department of Transportation to develop design and construction standards for greenways, bikeways, and other non-motorized linear transportation projects by December 31, 2013.

Mandates the Department use these standards for project approval and oversight under the Federal Highway Administration's Surface Transportation Program for projects built by metropolitan planning organization members using direct attributable funds.

Allows the Department to use the standards for approval and oversight of other programs supporting construction, maintenance, or repair of greenways and bikeways (excluding mechanized vehicles, except lightweight maintenance vehicles).

Requires the Department to report on implementation of this act to the Fiscal Research Division and Joint Legislative Transportation Oversight Committee before the 2014 Regular Session convenes.
