Establishes a five-year pilot program in up to 10 school districts allowing local boards of education to act as chartering entities for charter schools and approve conversion of existing public schools to charter schools.

Creates two types of charter schools: local charter schools (new independent schools chartered by local boards) and district charter schools (conversions of existing public schools), with applications requiring detailed information on educational programs, budgets, governance, and student achievement goals.

Requires local charter schools to serve at least 65 students and employ at least 3 teachers, with applications submitted at least 6 months before the school year; local boards must act within 45 days and disapprovals are final but applicants may appeal to the State Board.

Allocates state funds to charter schools based on per-pupil formulas and requires local school administrative units to transfer per-pupil local appropriations to charter schools, with adjustments for special education and limited English proficiency students.

Grants local boards authority to terminate or not renew charter schools for inadequate performance (below 60% composite performance), failure to meet fiscal standards, violations of law, or material charter violations, with State Board oversight to intervene if local boards do not address inadequate performance timely.
