Replaces the term "unaffiliated candidates" with "independent candidates" throughout North Carolina election law.

Requires independent candidates to not be affiliated with any political party as defined in G.S. 163-96, with county boards of elections verifying party affiliation when petitions are filed.

Allows independent candidates who receive at least twice the required petition signatures in an election to qualify for the next election for that office by filing only the candidate's own signature, rather than collecting new petitions.

Requires the word "Independent" to appear under the name of any candidate achieving ballot status as an independent candidate on official ballots.

Becomes effective for elections conducted on or after January 1, 2014.
