Appropriates $3,731,927 annually for fiscal years 2013-2014 and 2014-2015 to the Department of Public Instruction to support Communities In Schools of North Carolina, Inc. programs and services.

Requires Communities In Schools to place no fewer than 50 graduation coaches in elementary, middle, or high schools, with priority given to schools with four-year cohort graduation rates below 80.2% or performance composites under 65%.

Appropriates $1,035,000 in nonrecurring startup funds to open a minimum of three Performance Learning Centers or innovative high schools across North Carolina by the end of the 2015-2016 school year.

Requires Communities In Schools of North Carolina, Inc. to report on graduation coach activities and Progress Learning Centers development to the Joint Legislative Education Oversight Committee by October 15, 2014, and annually thereafter.

Effective July 1, 2013.
