Authorizes the Department of Environment and Natural Resources to provide public notice electronically on its website and via email to interested parties instead of requiring newspaper publication for mining permits, water well regulations, shellfish leases, and consent orders.

Requires at least 10 days' prior notice for mining permit public hearings and at least 30 days' prior notice for water well rule hearings, published electronically and emailed to interested parties who requested notification.

Changes shellfish lease notice requirements from two newspaper publications to a single electronic notice on the Department's website for at least 20 days prior to public hearing.

Directs the Department to review all notification requirements in statutes and administrative rules and report recommendations on which notifications could adequately be provided electronically to the Environmental Review Commission by October 1, 2013.

Requires the Department to report on implementation and effectiveness of electronic notice provisions to the Environmental Review Commission on January 1, 2014, and January 1, 2015; effective July 1, 2013, except for the review requirement which is immediately effective.
