Authorizes the Division of Motor Vehicles to issue new special registration plates for the Flag of the United States of America, North Carolina Cattlemen's Association, RiverLink, Inc., and municipalities, each requiring a minimum of 300 applications before development.

Allows Vietnam Veterans of America members to obtain special plates for motorcycles in addition to motor vehicles, with the same registration fees and 300-application minimum requirement for each plate type.

Allows retired registers of deeds to obtain special plates bearing "Register of Deeds, Retired" designation with county number and retired status indicator.

Establishes fees and fund distribution for special registration plates, directing revenue to the Special Registration Plate Account, Collegiate and Cultural Attraction Plate Account, Natural Heritage Trust Fund, and Parks and Recreation Trust Fund.

Adds the North Carolina Transportation Museum to the list of state attractions eligible to receive quarterly revenue transfers from special plate sales, and establishes revenue transfer procedures for North Carolina Cattlemen's Association, RiverLink, and municipality plates.
