Modifies G.S. 115C-431(c) to clarify jury instructions in disputes between boards of education and boards of county commissioners over school funding.

Requires the judge or jury to find facts regarding both the total amount of money legally necessary from all sources and the amount legally necessary from the board of county commissioners to maintain a system of free public schools.

Directs the judge or jury to consider educational goals and policies of the State and local board, the local board's budget request, financial resources of both entities, and fiscal policies of both boards when making funding determinations.

Maintains existing provisions for jury trial rights and court procedures, including requiring cases to take precedence and allowing for special court terms if necessary.

Becomes effective upon enactment and applies to all actions commenced on or after the effective date.
