Suspends enforcement of Falls Lake rules (15A NCAC 2B .0276 through .0282 and .0315(q)) by the Department of Environment and Natural Resources and local governments in the Upper Neuse Watershed for two years.

Requires the Department to study alternative methods for attaining classified uses in Falls of the Neuse reservoir that would have less economic impact on local governments, development, business, and industry.

Directs the Department to compare water quality trends in Falls of the Neuse reservoir using sampling data from the effective date through November 15, 2014, compared to 2011-2012 baseline data.

Mandates the Department report findings and recommendations to the Environmental Review Commission no later than January 15, 2015.

Effective upon enactment and expires June 30, 2015.
